In the late nineties, the Constitutional Chamber was created, popularly known as the Fourth Chamber, as before its inception the Supreme Court of Justice was composed of three Chambers of Legality, one dealing with criminal matters, another handling and resolving civil, labor, and family issues, and the last one addressing matters of Public Law. The Constitutional Chamber does not resolve matters of legality, only matters of constitutionality. This Chamber provided a valuable contribution to the country in the reorganization and constitutional order of the country. However, it is considered that it has fulfilled its cycle and requires reform to adapt it to the needs of the country in the second decade of the 21st century.
